The year is 2073. Nobody knows what caused it. Governments all over the world were forced to act in the best interests of humanity. It was decided that when infant boys were born, they were to all be implanted with chips. Naturally, there were human rights demonstrations against this, but everyone realised there was no other option. The chips were designed to not only track a child's progress and health as they grew older, but also to alert health officials when a young male is able to generate viable sperm. Because the window of viable sperm is so narrow, it must be acted on immediately. If any boy refuses, they will be prosecuted. That and the use of GPS ensured complete compliance.
Once the signal is sent, health officials are dispatched, and the boy is removed from school immediately, and if on holiday, immediately taken back to their home country. But considering the human race was at stake, after the initial protests, and the progress which was seen as being made, they soon died down.
